5 Sep 2025: New Delhi – The Delhi Urban Arts Commission has rejected a plan to rebuild Bihar Niwas in Chanakyapuri. The commission said the new building design does not show Bihar’s culture and history properly.
The New Delhi Municipal Council had sent a plan to tear down the old Bihar Niwas and build a new one. But in a meeting on August 21, the commission said no to this plan. They said the design looks too modern and simple. It does not show what makes Bihar special.
Building Lacks Bihar’s Identity
The commission looked at the plan for a new building with two basements, ground floor and six upper floors. They found many problems with it. The main issue was that the building design did not show Bihar’s art, buildings style or history.
“The proposed building has a modern look that does not properly show the state in Delhi. It lacks inspiration from Bihar’s rich culture, art, architecture and historical features,” the commission said in its official statement.
What Happens Next
Bihar Niwas is currently a guest house for people from Bihar who visit Delhi. The old building was approved in 1991 and built by 1994. Now it needs to be rebuilt.
The commission has asked NDMC to make a new design. They want to see:
- Better building drawings that show Bihar’s culture
- 3D pictures of how the building will look
- Solar panels on the roof for power
- Design that shows Bihar’s heritage
Officials say state guest houses in Delhi should show the culture of their states. These buildings are not just places to stay. They represent their states in the national capital.
The commission wants a building that shows Bihar’s dreams and culture, not just a simple modern building. NDMC must now create a new plan before the project can move forward.
