Government changes scribe rules for disabled students taking competitive exams to stop cheating and make tests more fair. The new guidelines will require all exam bodies to create their own trained scribe teams within two years.
Major Changes in Exam Rules
The Ministry of Social Justice and Empowerment has released new rules for how disabled students can get help during competitive exams. These changes affect all government job tests and college entrance exams across India.
The biggest change is ending the old system where students could bring their own scribes. Many exam bodies like UPSC found that some students and their personal scribes were cheating together.
Why These Changes Were Needed
Significant inputs have been received from responsible bodies like UPSC, DoPT, NRA, etc., expressing concern over the credibility and transparency of the exams being undertaken by the PwDs by using a scribe, the ministry said in its official statement.
Exam officials noticed that some scribes were writing answers on their own without listening to students. This made tests unfair for honest students.
New Scribe System Rules
All major exam bodies including UPSC, SSC, and National Testing Agency must build their own scribe pools within two years. These scribes will be properly trained and watched during exams.
Students can still bring their own scribes only in special cases until the new system is ready. The government wants students to use technology like screen readers and speech-to-text software instead of depending on scribes.
Better Exam Conditions
Students with writing problems will get 20 extra minutes per hour during exams. Test centers must have ramps, lifts, and ground floor seating for wheelchair users.
Students with learning differences will get quieter rooms. All exam staff will receive training on how to help disabled students properly.
Stricter Scribe Rules
New scribes must have education levels two to three years below what the exam requires. They cannot take the same exam themselves and must have no conflicts of interest.
Officials who do not follow these rules or exclude disabled students will face punishment. Students and scribes caught cheating will also face penalties.
The new system aims to make exams fair while helping disabled students succeed independently in their future jobs and studies.
