Historian Romila Thapar has strongly criticized the UGC Learning Outcomes-based Curriculum Framework. She warns it could reduce higher education to rote learning and intrude on university autonomy.

Concerns about academic quality

Thapar says the UGC framework could limit students to question-answer formats. She thinks this will stop them from asking important questions. Thapar was part of a group in Kerala that looked at the draft document. She says universities, not the government, should decide what to teach and research. Thapar feels administrators and politicians do not have the special knowledge needed to make good study plans.

Thapar points out problems with how the UGC draft talks about Indian Knowledge System. She says there is no clear definition of what it means. Thapar thinks the draft uses old texts like Kautilyas Arthashastra without thinking about how ideas changed over time. She says Indian knowledge is not just from Hindu sources.
