The police arrested the main planner of the crime and another suspect near Dudhwa National Park in Uttar Pradesh, close to the India-Nepal border, after chasing them for 3,000 kilometers.

The two men arrested this week were on the run since the murder happened. Police had announced a reward of Rs 50,000 for catching one of them, 30-year-old Pankaj Narjari from Assam. The other man is 42-year-old Prem Bahadur, also known as Devraj, a citizen of Nepal who planned the whole crime.

How the Crime Happened

Doctor Paul’s body was found in his kitchen on May 10, 2024. His house was completely messed up by the robbers. His wife was at work in a government hospital when the murder took place.

Deputy Commissioner of Police Harsh Indora explained how the gang worked. They would send Nepalese women to work as house helpers in homes. These women would then collect information about money, jewelry, and family members. The gang mainly targeted old people living alone.

“The mastermind of the crime, Bahadur, remained unidentified as he had concealed his identity even from the co-accused,” said DCP Indora.

Gang’s Criminal Network

Police revealed that most gang members are from Nepal. They have been robbing houses in different states like Uttarakhand, Uttar Pradesh, Bihar, and Delhi. After committing crimes, they usually escape to Nepal to hide.

In Doctor Paul’s case, a woman named Basanti worked as a house helper in his home. She gave important information to the gang that helped them plan the robbery and murder. Basanti was among four people arrested earlier, along with Himanshu, Akash, and Vishnu Swaroop.

Police are still searching for a couple named Bheem and his wife Varsha, who are also involved in the case.

The arrest of these two main suspects brings the police closer to solving this shocking crime that shook Delhi residents.

Delhi flood: Civil Lines’s residents reliving ‘2023 horror’ https://www.therisingnews.com/delhi-flood-civil-liness-residents-reliving-2023-horror/news Fri, 05 Sep 2025 05:33:29 +0000 https://www.therisingnews.com/?p=11163 5 Sep 2025: New Delhi – Bela Road in Civil Lines area is under five feet of water for the second day, forcing many families to leave their homes and stay with relatives or in hotels. The flooding has cut off power supply for two days, leaving residents without electricity, internet, and basic facilities.

The water level on Bela Road has reached up to five feet, blocking shop doors and making it impossible to walk without stepping into dirty water. Many residents say this is the same problem they faced in July 2023.

Families Forced to Leave Homes

Arpita Dayal, who teaches at the School of Planning and Architecture, had to move her family to relatives’ house because of the flooding. She said the water outside their home was five to six feet high. There has been no power for two days. Even inverters have stopped working. Her children have exams but cannot study properly in this situation.

Elderly family members had to use boats to reach the Ring Road safely. Many families who have lived here for generations are now thinking about moving away permanently.

Power Cut May Last for Days

Nitin Narain, whose family has lived in the area for four generations, said the floodwater reached an electricity transformer. This forced the power company to switch off electricity for safety. Local power staff told him that electricity may not come back for several more days.

“We were without power for a good 2-3 days! I hope that after this year’s incident, authorities will take some steps to prevent such incidents in the future,” Narain said.

Residents Struggle with Basic Needs

Mallika Dua, a comedian who has lived in the area since 1997, had to stay in a hotel in Lutyens’ Delhi. She said many people have moved to hotels while others have rented big generators to get power.

A tea shop owner named Suraj was worried the water would reach his shop and destroy his business. Luckily, the water level went down slightly and his shop was saved.

Tata Power-DDL said they had to cut power to prevent electrical accidents and keep residents safe. They will restore electricity only when it becomes safe to do so.

The flooding has made life very difficult for Civil Lines residents who are now hoping authorities will find a permanent solution to prevent this problem from happening again.

See law as a calling, not career, retiring justice Shalinder Kaur advises young lawyers https://www.therisingnews.com/see-law-as-a-calling-not-career-retiring-justice-shalinder-kaur-advises-young-lawyers/news Fri, 05 Sep 2025 05:33:03 +0000 https://www.therisingnews.com/?p=11165 5 Sep 2025: New Delhi – Justice Shalinder Kaur retired from the Delhi High Court on Thursday after serving the court with dedication. During her farewell ceremony, she shared an important message with young lawyers about their future in law.

Justice Kaur told young lawyers to treat law as more than just a job. She asked them to see it as their life’s purpose and to work hard with honesty.

Judge’s Advice to Young Lawyers

Speaking at the full court reference meeting, Justice Kaur gave simple but powerful advice. She told young lawyers to prepare well for their cases and not be afraid when they are ready. She said the legal profession can be tough, but staying honest makes it worth it.

“To the young members, I would urge you to pursue law, not merely as a career, but as a calling. Prepare with sincerity. Be fearless when prepared. The road may test you at times, but if you stay true to these values, the journey will be worthwhile,” she said.

Court Leaders Praise Her Work

Delhi Chief Justice DK Upadhyay praised Justice Kaur’s work. He said people will remember her contributions for many years. Her judgments have helped many people and made a real difference in their lives.

N Hariharan, who leads the Delhi High Court Bar Association, said Justice Kaur always treated everyone fairly in her courtroom. She was never in a rush and never harsh with anyone.

Her Journey and Important Cases

Justice Kaur joined the Delhi High Court on October 20, 2023. Before that, she retired from the Delhi higher judicial service on September 30. The Supreme Court recommended her for this position because of her good work and honest character.

During her time at the court, she made several important decisions. Just two days before retiring, she denied bail to nine people accused in the Delhi riots conspiracy case. In July, she ruled that army personnel should get disability pension even if they get hurt at a peace station. She also upheld a decision against activist Medha Patkar in a defamation case.

Justice Kaur’s last working day was September 4, though her official retirement date was September 7. Her work at the Delhi High Court has set an example for future judges and lawyers to follow.

Delhi Police says only formal police witnesses to be examined remotely https://www.therisingnews.com/delhi-police-says-only-formal-police-witnesses-to-be-examined-remotely/news Fri, 05 Sep 2025 05:32:38 +0000 https://www.therisingnews.com/?p=11167 5 Sep 2025: New Delhi – Delhi Police has decided that only formal police witnesses can give their testimony through video calls from police stations. Material witnesses, who are more important to cases, must still come to court in person.

The order came on Thursday from the police commissioner’s office. Special Commissioner Devesh Chandra Shrivastava signed the new rules that make a clear difference between two types of police witnesses.

Understanding the Two Types of Witnesses

A formal police witness is the officer who writes down the complaint or signs the FIR. These officers do basic paperwork when someone files a case. They are not deeply involved in solving the crime.

A material witness is different. This is the investigating officer who actually solves the case. They collect evidence, recover weapons, and prepare important reports. These officers know the most about what really happened in a crime.

The police order says formal witnesses can use video calls to save time. But material witnesses must still go to court in person because their testimony is too important.

Bar Association Protests the Decision

Lawyers are not happy with this decision. The All District Courts Bar Association has called for a new strike starting Monday. They say this was not what they discussed with Home Minister Amit Shah earlier this week.

“The agitation now will be in a more intensified manner,” the lawyers’ committee said in a statement.

The lawyers had already protested last week against video testimony. They blocked roads near six district courts in Delhi. They believe video testimony from police stations could help police change evidence unfairly.

Why Police Want Video Testimony

Police officers say video calls would save them time. They often wait hours in court only to have cases postponed. One officer explained that video calls would let them attend multiple court hearings quickly and still do their daily police work.

The Delhi High Court has delayed hearing a case about this issue for eight weeks. The court noted that Delhi Police has temporarily stopped the original plan for now.

The new order tries to balance both sides. It speeds up simple testimony while keeping important witnesses in court where judges can question them properly.

Submit only surety, not money: Delhi University clarifies DUSU poll norm https://www.therisingnews.com/submit-only-surety-not-money-delhi-university-clarifies-dusu-poll-norm/news Fri, 05 Sep 2025 05:32:10 +0000 https://www.therisingnews.com/?p=11169 5 Sep 2025: New Delhi – Delhi University made it clear on Thursday that students running for student union elections do not need to pay one lakh rupees in cash. They only need to give a promise through a surety bond that they will pay if they break election rules.

The university’s chief election officer Raj Kishore Sharma explained that many students did not understand the bond rules properly. Students thought they had to deposit the full amount, but this is not true.

What the Bond Really Means

The surety bond works like a promise. If a student candidate damages property during campaigning, they might have to pay money. But the amount depends on how much damage they cause.

Sharma explained that if someone causes damage worth 10,000 rupees, they will pay only that amount. They will not pay the full one lakh rupees unless the damage is that big.

This explanation came after some students went to Delhi High Court twice about the bond rules. The students told the court they cannot pay one lakh rupees upfront. They offered to sign a paper promising to pay fines if they break rules.

New Steps for Clean Elections

The university is forming groups of teachers who will check for illegal posters and graffiti. These observers will visit colleges, nearby areas, and metro stations starting Monday.

The election committee wants to make this year’s elections green and clean. They have marked nine special walls where students can put up posters legally. More walls will be added soon.

“Some students are even using dry leaves to write campaign slogans, which is an eco-friendly move,” Sharma said.

Important Dates

The student union elections will happen on September 18. Vote counting and results will be announced on September 19.

Delhi Police will help patrol at night to make sure all candidates follow the rules. The university wants to follow all guidelines set by the Lyngdoh Committee for student elections.

The new rules aim to stop property damage while still allowing students to participate in elections without paying large amounts upfront.

SC raps Delhi civic body for failing in upkeep of Lodi-era Gumti, orders action against officials https://www.therisingnews.com/sc-raps-delhi-civic-body-for-failing-in-upkeep-of-lodi-era-gumti-orders-action-against-officials/news Fri, 05 Sep 2025 05:31:44 +0000 https://www.therisingnews.com/?p=11171 5 Sep 2025: Delhi, – The Supreme Court has pulled up the Municipal Corporation of Delhi for not cleaning the area around a 700-year-old monument in Defence Colony. The court ordered MCD Commissioner Ashwani Kumar to take action against officers who failed to follow court orders.

The court was angry because MCD did not clean the Gumti of Shaikh Ali monument properly. This historic building is from the Lodi era and is 700 years old. The court had earlier told MCD to clean the area daily and maintain it well.

Court Finds MCD Failed to Follow Orders

Justices Ahsanuddin Amanullah and SVN Bhatti told the MCD commissioner that there seems to be an ego problem between MCD and the Delhi government’s archaeology department. The archaeology department is working to restore this old monument.

Senior advocate Gopal Sankaranarayanan visited the site on Wednesday as a court commissioner. He found that MCD had not followed the court’s orders from July 31 and August 28. The area was still dirty with garbage and construction debris.

The court showed the MCD commissioner photos of the dirty site. The judges said MCD would clean the area in two hours if an important person was visiting. But they are not showing the same respect to court orders.

MCD Commissioner Takes Responsibility

The MCD commissioner admitted there was a communication gap. He said he takes responsibility and promised the problems will be fixed. The court gave MCD one last chance to clean up the area.

“If you issue them a memo, mark my words that by evening, everything will be cleared,” the bench remarked in bold and italic.

The court has asked MCD to submit two reports by September 18. First, they must name the officers responsible for not following orders and what action was taken. Second, they must give a time-bound plan to fix all problems.

Monument Now Protected

The Delhi government declared the Gumti a protected monument in July under the Delhi Ancient and Historical Monuments Act, 2004. Earlier, local residents were using it as their office without permission. The court helped clear these unauthorized occupants.

The case started when Rajeev Suri, a Defence Colony resident, filed a petition in 2018. He wanted the Gumti declared a protected monument because it is an important part of Delhi’s history.

MCD must now appoint a senior officer to monitor the site daily and share details with the court. The commissioner has time until Wednesday to comply with all court orders.

Seepage damages medical records in Hindu Rao Hospital https://www.therisingnews.com/seepage-damages-medical-records-in-hindu-rao-hospital/news Fri, 05 Sep 2025 05:30:48 +0000 https://www.therisingnews.com/?p=11175 5 Sep 2025: New Delhi – Water dripping from the ceiling at Hindu Rao Hospital has damaged important patient files and medical records, hospital workers said on Thursday. The government-run hospital in Delhi has been facing this problem for several days after heavy rain earlier this week.

Hospital staff members said water has been leaking in the record rooms where important papers are kept. These include medico-legal case files, which are needed for police cases and court matters. Workers tried to save the documents by putting up a yellow plastic sheet on the ceiling to stop the water from falling directly on the files.

Staff Complaints Ignored for Days

Many hospital employees said they told their department heads about the problem many times, but no action was taken. One worker, who did not want to give his name, said the leaking started after the heavy rain this week.

“Following the heavy rain earlier this week, the leakage started. Because nothing was done, some staff, with the help of sanitation workers, used plastic sheets to protect the records,” the employee said.

The workers had to take matters into their own hands. They worked with cleaning staff to put up plastic sheets to protect the important documents from getting wet.

Hospital Head Denies Major Damage

Dr. Anand Narnolia, who is in charge of the hospital, said he only learned about the problem on Thursday. He immediately ordered repairs to fix the leak. However, he said reports about damage to files are not true.

Dr. Narnolia explained that medical records and important legal files are kept in a different room that was not affected by the water leak. He admitted that the hospital building is old and needs repairs. He also said the hospital will look into fixing the building structure to prevent such problems in the future.

The Hindu Rao Hospital is one of the biggest hospitals run by the Municipal Corporation of Delhi. It serves thousands of patients every day. The incident has raised questions about the maintenance of important government hospitals in the capital city.

Yamuna flooding leads to high water turbidity, hits daily Delhi supply https://www.therisingnews.com/yamuna-flooding-leads-to-high-water-turbidity-hits-daily-delhi-supply/news Fri, 05 Sep 2025 05:30:25 +0000 https://www.therisingnews.com/?p=11177 5 Sep 2025: New Delhi – Delhi residents are getting muddy water in their taps as the Yamuna River’s high water levels and debris are affecting the city’s water treatment plants. The Delhi Jal Board says two major water plants near the river are struggling to clean the dirty water, causing problems for people living in north, central and New Delhi areas.

The Wazirabad and Chandrawal water treatment plants provide 20 percent of Delhi’s water supply. These plants are working at reduced capacity because the river water is extremely muddy. The water coming from the river has 7,000 NTU of dirt particles, while normal water has only 30-40 NTU. Clean drinking water should have less than 2 NTU.

Residents Report Muddy Water in Taps

People across Delhi are complaining about dirty water coming from their taps. Alka Batra from Bhagwan Das Road said the water is so muddy that even filters cannot clean it. When she fills a bucket, a thick layer of mud settles at the bottom.

“The water is so muddy that even filters are not working. It seems that water is not being treated at all,” Batra said.

Areas like Mandi House, Tilak Marg, Jama Masjid and Chandni Chowk have reported similar problems. Some areas received no water supply at all on Thursday.

Multiple Areas Affected

The water crisis has spread to many parts of Delhi. Model Town residents say their water smells bad and looks dirty. People in Kalkaji, Sukhdev Vihar, Hari Nagar and Patel Nagar also reported poor water supply.

Delhi Jal Board officials said the rising river water has reached near the treatment plants but has not flooded them like in 2023. The main problem is the debris and silt coming from upstream areas.

Residents are worried this dirty water will cause diseases. Many have stopped using tap water completely. The Delhi Jal Board has not issued any warning to residents about the water problem.

Animals rescued in Delhi from floodwaters https://www.therisingnews.com/animals-rescued-in-delhi-from-floodwaters/news Fri, 05 Sep 2025 05:30:07 +0000 https://www.therisingnews.com/?p=11179 5 Sep 2025: New Delhi, – Volunteers and local residents rescued more than 100 animals including dogs, cattle and even mice from the flooded Yamuna riverbanks in Delhi yesterday. The rescue teams worked through chest-deep water near Mayur Vihar Phase-1 area to save animals trapped by the rising river.

A group of 30 to 40 people gathered opposite Mayur Vihar Phase-1 on Thursday morning to help stranded animals. They used two rescue boats to search for dogs and cattle stuck in the flooded areas. By evening, the volunteers had saved nearly 80 dogs, 15 buffaloes, four cows, two calves and even two mice.

Community Comes Together for Animal Rescue

The rescue work started when local people saw animals trapped on rooftops and surrounded by floodwater. Yogesh Khabrani, a 35-year-old Mayur Vihar resident, said people had been working since Wednesday morning. They brought food and medicines using their own money.

At first, volunteers walked through the water on foot. Later, local MLA Ravinder Singh Negi arranged for rescue boats to help save the animals. Every time a boat brought back an animal, people clapped and cheered. The rescued animals got food, water and medical care right away.

Animal Welfare Groups Join Efforts

Friendicoes-SECA, one of Delhi’s oldest animal welfare groups, joined the rescue work. A volunteer from the group said they were ready for the floods and came to help in Mayur Vihar while also working in Noida and Ghaziabad.

The rescue teams made smart decisions about the animals. Rudra, a volunteer, explained they kept rescued dogs near their original areas. “We are keeping them nearby so when the waters recede, they can return to their areas,” he said.

Rescue Work to Continue

As night came, about 50 to 60 animals were still stuck in the water. The teams could not work in the dark because it was too dangerous. They left food for the trapped animals and planned to start again at 8 am on Friday morning.

The rescue effort showed how people can work together during hard times. Citizens and animal groups joined hands to save helpless animals from the flood.

Historic and people-centric decision: Delhi CM on GST reforms https://www.therisingnews.com/historic-and-people-centric-decision-delhi-cm-on-gst-reforms/news Fri, 05 Sep 2025 05:29:44 +0000 https://www.therisingnews.com/?p=11181 5 Sep 2025: New Delhi, – Delhi Chief Minister Rekha Gupta has welcomed the new GST tax cuts announced by the Central government. She called these changes a big win for common people that will make life easier and help the economy grow.

The GST Council has reduced taxes on many everyday items like soaps and small cars. These cuts aim to help people buy more things and protect Indian businesses from tough competition from other countries.

Life Insurance Gets Cheaper

CM Gupta said the new rules will help every person buy life insurance without worry. She explained that people can now protect their families better because insurance will cost less money.

“These measures would empower citizens to secure their futures without financial burden. Every individual will now be free to purchase life insurance and safeguard their lives,” the Chief Minister said in her statement.

Big Relief for Students and Parents

The government has removed GST tax from educational materials. This means books, notebooks, and other school supplies will become cheaper. Parents will save money when buying things their children need for school.

Gupta said this step will help every child get better education. She thanked Prime Minister Narendra Modi for thinking about students and their families.

Support for Farmers and Green Energy

The new GST cuts also help farmers and people using solar power. Delhi has been working hard to use more clean energy, and these tax cuts will speed up this work.

The Chief Minister said these changes show smart thinking about India’s future. She believes they will help India become stronger and more independent.

Political Unity Needed

Gupta asked all political parties to support these reforms instead of fighting about them. She said this is the time to work together for the country’s good, not to play politics.

The new GST cuts will start helping people save money on daily expenses soon. These changes cover many areas from education to renewable energy.
